Q: I am very low maintenance and have good skin, but would like the even tone that face makeup provides (I am fair and have occasional redness). Does this really require liquid makeup and foundation? Can I just find a powder to brush on all-over to give me one nice face-colour?
Yes, you could very well use a powder to camouflage any redness in the face, as long as the redness is only slight/occasional. Try a loose powdered foundation with a kabuki brush to build coverage. The kabuki brush is a stub-sized face powder brush that has the most concentration of brush fibres. The greater amount of brush fibres helps to gather up the most amount of powder product for direct transfer to the skin. Use a circular motion to build up the coverage on the face. The kabuki brush is also great for buffing off and blending any excess face make-up - just use it clean against the skin and brush away.

Try L'oreal Bare Natural Powdered Mineral Foundation with a kabuki brush like MAC's 182 Buffer Brush.

For more coverage:

For any prominent redness, a creme-to-powder foundation is better to build coverage and to balance out the skin tone. Make-up Forever's Duo Mat Powder Foundation or MAC StudioFix (I swear by C4 when I'm strapped for time!) are tried and tested foundation-powder options that give light to medium coverage. To build up coverage, use a stipple motion atop the areas of concern and be sure to blend. The creme-to-powder foundation formula is a great option for low-maintenance women who still prefer that finished face look, but don't like the fuss of too many products in the morning!
